NECA — NOx and Tier III
Low-sulphur fuel alone does not establish NOx Tier III compliance.
Assess engine power, exclusions, construction definitions, installation/replacement and operating area together.
Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.
ECA / SECA / NECA — Geography and voyage file
ECA is the umbrella term. Assess SOx fuel/sulphur requirements separately from NOx Tier III ship/engine eligibility. Sources checked: 17 October 2026.

For exact boundaries compare corrected ENC/ECDIS, MARPOL definitions and official coordinates. Do not assume a simple 200-mile ring around all North American coasts. SOx/NOx dates are separated in the tables below.
IMO — Current resolutions and boundary instruments ↗Before entry → within the area → on exit
- Establish route and date: record official coordinates, ETA, SOx application date and NOx eligibility for each crossing.
- Verify BDN, samples, tank contents and remaining high-sulphur fuel. Assess mixing, temperature/viscosity and compatibility with the chief engineer.
- Complete fuel changeover before entry. Determine start using vessel procedures, service/circulation systems, consumption and maker constraints; no universal minutes/miles rule applies.
- Where required check certified SCR/EGR or other approved NOx mode, reagent, alarms and maker conditions. Low-sulphur fuel alone does not meet Tier III.
- Monitor fuel/NOx mode and failures within the area. Scrubber approval is not permission for wash-water discharge at every port.
- Record exit, changeovers and deviations under applicable procedures. Follow company/flag/relevant authority reporting for non-compliance. A FONAR is not an automatic exemption.
Inspection-ready document file
- Corrected ENC/route, boundary coordinates and entry/exit plan.
- IAPP supplement; relevant engines’ EIAPP, NOx Technical File and certified operating instructions.
- BDN for at least 3 years; MARPOL delivered sample until fuel is substantially consumed and in any event at least 12 months. Check other sampling provisions separately.
- Fuel changeover procedure; required tank quantity, date, time and position records; applicable NOx mode on/off records.
- Where applicable: EGCS approval/monitoring records, local discharge restrictions, failure and reporting evidence.
ECA, ETS/FuelEU, MARPOL Annex I special areas and IBF areas have different scopes. None substitutes for the others’ boundaries or permissions.
FOUR-STAGE TOPIC OVERVIEW
Establish applicability, then verify the operation
Engine identity
Area/construction threshold
Certified system/mode
Status/fault record
1 · Establish engine applicability
Review Annex VI regulation 13 with EIAPP and NOx Technical File. Scope generally concerns relevant marine diesel engines above 130 kW; assess emergency/other exceptions and replacement/major-conversion provisions separately. One Tier III date does not apply to every older ship.
Reference: IMO — NOx regulation 13 ↗2 · Area and construction threshold
Check relevant 1 January 2016 thresholds for North American/US Caribbean areas and 1 January 2021 for Baltic/North Sea. Canadian Arctic uses a 1 January 2025 construction condition; Norwegian Sea uses 1 March 2026 and the resolution’s contract/keel/delivery definition.
Reference: IMO — MEPC.392(82), Canadian Arctic / Norwegian Sea ↗3 · SCR/EGR and operating records
Monitor system-specific SCR/EGR, reagent, alarms, mode and parameters under maker/Technical File procedures. On failure record defect, position and notifications; do not improvise changes to certified modes. Verify required entry/exit status records.
Reference: IMO — NOx regulation 13 ↗4 · Track future areas separately
Follow the North-East Atlantic adoption/entry plan in the official instrument. Do not use its 2028 SOx start as one retrospective eligibility date for every NOx engine. Build ship-specific applicability with technical office, flag and class.

| Area | Relevant construction condition | Check |
|---|---|---|
| North American / US Caribbean | On/after 1 January 2016 | Reg.13, EIAPP, Technical File and exceptions. |
| Baltic / North Sea | On/after 1 January 2021 | Assess ship/engine eligibility separately. |
| Canadian Arctic | On/after 1 January 2025 | MEPC.392(82); 2026 entry and 2027 SOx date differ. |
| Norwegian Sea | Special 1 March 2026 construction definition | Read contract/keel/delivery conditions in the resolution. |
| North-East Atlantic | MEPC.407(84): contract 01.01.2027; no contract: keel 01.07.2027; delivery 01.01.2031 | Entry 01.09.2027; assess Reg.13 and the special construction definition together. |
This table does not automatically declare every engine Tier III. Check installation/replacement, power, exceptions and certified method together.

Six field checks
- Match each engine kW/identity, EIAPP and file.
- Identify area and construction/installation conditions.
- Confirm engine-specific Tier applicability with technical office.
- Check certified system mode and consumables.
- Keep required entry/exit, mode and failure records.
- Use authorised exception/failure notification procedures.
Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.
Documents to have available
- EIAPP and NOx Technical File
- Engine Parameter Record Book / applicable records
- SCR/EGR manual and reagent information
- Construction/installation dates and flag assessment
Onboard scenarios
Fuel is 0.10%, but SCR has failed.
SOx compliance is not NOx compliance; assess failure/applicability separately.
An older purchased ship enters a NECA.
Voyage date alone is insufficient; inspect construction, engine and certification scope.
LEARNING CHECK
Think of your answer, then reveal the explanation
Are NECA and SECA the same requirement?
No; NOx concerns engine/Technical File eligibility, SOx concerns fuel or approved equivalents.
Can every engine use the same mode instruction?
No. Certified system and maker procedures determine operation.
Self-assessment only; no exam result, personnel record or competence certificate is generated.
