ECA — Emission Control Areas
An area name alone does not tell you which emission requirement applies today.
Assess SOx/PM and NOx scope, boundaries, dates and ship/engine applicability separately.
Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.
ECA / SECA / NECA — Geography and voyage file
ECA is the umbrella term. Assess SOx fuel/sulphur requirements separately from NOx Tier III ship/engine eligibility. Sources checked: 17 October 2026.

For exact boundaries compare corrected ENC/ECDIS, MARPOL definitions and official coordinates. Do not assume a simple 200-mile ring around all North American coasts. SOx/NOx dates are separated in the tables below.
IMO — Current resolutions and boundary instruments ↗Before entry → within the area → on exit
- Establish route and date: record official coordinates, ETA, SOx application date and NOx eligibility for each crossing.
- Verify BDN, samples, tank contents and remaining high-sulphur fuel. Assess mixing, temperature/viscosity and compatibility with the chief engineer.
- Complete fuel changeover before entry. Determine start using vessel procedures, service/circulation systems, consumption and maker constraints; no universal minutes/miles rule applies.
- Where required check certified SCR/EGR or other approved NOx mode, reagent, alarms and maker conditions. Low-sulphur fuel alone does not meet Tier III.
- Monitor fuel/NOx mode and failures within the area. Scrubber approval is not permission for wash-water discharge at every port.
- Record exit, changeovers and deviations under applicable procedures. Follow company/flag/relevant authority reporting for non-compliance. A FONAR is not an automatic exemption.
Inspection-ready document file
- Corrected ENC/route, boundary coordinates and entry/exit plan.
- IAPP supplement; relevant engines’ EIAPP, NOx Technical File and certified operating instructions.
- BDN for at least 3 years; MARPOL delivered sample until fuel is substantially consumed and in any event at least 12 months. Check other sampling provisions separately.
- Fuel changeover procedure; required tank quantity, date, time and position records; applicable NOx mode on/off records.
- Where applicable: EGCS approval/monitoring records, local discharge restrictions, failure and reporting evidence.
ECA, ETS/FuelEU, MARPOL Annex I special areas and IBF areas have different scopes. None substitutes for the others’ boundaries or permissions.

1 · Separate the terms
ECA is the umbrella term. SECA/SOx-ECA concerns sulphur/particulates; NECA/NOx-ECA concerns eligible engines and Tier III. Not every area applies both on the same date. ECA is not an Annex I special area, an IBF designation or a port waste permission.

As reviewed on 17 October 2026, Mediterranean SOx requirements have applied since 1 May 2025. Canadian Arctic/Norwegian Sea amendments entered into force on 1 March 2026; SOx application is 1 March 2027. NOx eligibility uses separate construction conditions.
Reference: IMO — MEPC.392(82), Canadian Arctic / Norwegian Sea ↗3 · Adoption is not current applicability
MEPC 84 adopted the North-East Atlantic ECA: entry into force 1 September 2027, SOx application 1 September 2028. Verify coordinates and eligibility in the current adopted instrument rather than relying on headlines or old maps.

Match chart/ECDIS boundaries to official coordinates. Identify entry/exit ETA, fuel/NOx procedures and record responsibilities. This guide is not a boundary chart or automated applicability calculator.

Six field checks
- Identify the area using official coordinates.
- Select SOx and NOx scope separately.
- Separate entry into force from application date.
- Verify eligibility against ship/engine records.
- Prepare fuel/NOx plan under vessel procedures before entry.
- Link position, time, status and supporting records.
Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.
Documents to have available
- Current Annex VI text/resolutions
- IAPP/EIAPP and NOx Technical File
- Changeover procedure, BDN and samples
- Current passage plan and coordinate source
Onboard scenarios
In the Mediterranean: must every old engine be Tier III?
SOx designation and NOx eligibility differ; examine the NOx area and engine scope separately.
A new ECA was announced: does the same limit apply now?
Check adoption, entry into force and actual implementation dates separately.
LEARNING CHECK
Think of your answer, then reveal the explanation
Does ECA authorise OWS discharge?
No. Annex I/Polar Code and local discharge rules are separate.
Is an old area map enough?
No; use current instruments, coordinates, dates and official corrections.
Self-assessment only; no exam result, personnel record or competence certificate is generated.
