Carbon & Costs

UK Fuel, UK ETS and MRV

Treat sulphur, carbon and data obligations as three separate checks on a UK voyage.

CAR-05Source review: 17 October 2026Revision 1 · Source-based reference

Assess UK fuel/port rules, UK ETS and MRV applicability as separate obligations.

Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.

FOUR-STAGE TOPIC OVERVIEW

Establish applicability, then verify the operation

UK Fuel, UK ETS and MRV — schematic learning diagram
Original educational schematic, not to scale. Not an operating diagram, official area chart or ship drawing. Numbers correspond to the stages below.
  1. UK fuel rule

  2. Voyage/port scope

  3. UK ETS data plan

  4. Report/surrender dates

1 · Fuel at berth

MCA guidance explains the 0.10% m/m sulphur requirement at UK ports, with changeover/exemption details. A UK port outside an ECA is not automatically exempt. Verify port definition, anchoring status and local instructions separately.

2 · UK ETS starts 1 July 2026

Current UK guidance brings covered domestic voyages and UK in-port activity emissions for ships ≥5,000 GT into scope from 1 July 2026; offshore inclusion starts in 2027. Do not classify a UK–foreign voyage automatically as domestic; assess port emissions and current scope separately.

3 · Reporting and surrender calendar

The first maritime scheme year is 1 July–31 December 2026. UK guidance provides transitional surrender by 30 April 2028 for 2026 and 2027; annual verified reporting remains separate. UK allowances/Registry are not EU EUAs/Union Registry.

4 · Do not treat old UK MRV as the current regime

2026 legislation revokes the former standalone UK MRV arrangements. That does not remove UK ETS monitoring/reporting or EU MRV eligibility on EU voyages. This chapter does not invent a FuelEU-equivalent scheme called “UK FuelEU”.

MASTER • RESPONSIBLE OFFICER • COMPANY

Six field checks

  1. Identify UK ports, domestic voyages and in-port events.
  2. Verify at-berth sulphur and local fuel requirements.
  3. Check UK ETS GT/type/exemption scope with company.
  4. Match monitoring plan and responsible operator/Registry process.
  5. Separate emissions year, reporting and surrender dates.
  6. Reconcile overlapping EU MRV/ETS and FuelEU data tasks.

Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.

Documents to have available

  • MCA/port fuel guidance and changeover record
  • UK ETS monitoring plan / operator identity
  • UK voyage and in-port emission records
  • EU MRV/FuelEU records where applicable

Onboard scenarios

UK–EU voyage: only UK requirements?

No. Assess EU MRV/ETS/FuelEU and UK port/fuel/ETS events separately.

Old UK MRV revoked: stop all carbon records?

No. Current UK ETS and applicable EU duties remain.

LEARNING CHECK

Think of your answer, then reveal the explanation

Is a UK allowance an EUA?

No; different schemes and surrender processes.

Outside-ECA UK port: no at-berth fuel check?

No. MCA and port conditions may still apply.

Self-assessment only; no exam result, personnel record or competence certificate is generated.
