MRV — Monitoring, Reporting and Verification

A traceable data chain from operational events to verified reporting.

CAR-03Source review: 17 October 2026Revision 1 · Source-based reference

This chapter focuses on EU MRV. IMO DCS and UK ETS monitoring/reporting are separate systems.

Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.

FOUR-STAGE TOPIC OVERVIEW

Establish applicability, then verify the operation

MRV — Monitoring, Reporting and Verification — schematic learning diagram
Original educational schematic, not to scale. Not an operating diagram, official area chart or ship drawing. Numbers correspond to the stages below.
  1. Plan/data definition

  2. Daily event records

  3. Reconciliation/correction

  4. Verifier/report

1 · Establish scope by ship type

After the 2025 expansion, “above 5,000 GT only” is insufficient. Alongside cargo/passenger ships ≥5,000 GT, verify applicable offshore ships and general cargo/offshore ships of 400–4,999 GT. MRV inclusion does not necessarily mean simultaneous ETS inclusion.

2 · The monitoring plan defines the data

Obtain fuel method, consumer, voyage/port boundary, distance, time at sea, cargo/transport-work and missing-data method from the company plan. Bridge, engine and commercial records need consistent time bases and event definitions.

3 · Reconcile daily

Reconcile BDN, ROB, soundings/flowmeters, transfers and consumption. Do not silently present estimates as measurements: apply the plan’s data-gap procedure and correction trail. A call’s commercial/bunkering purpose can affect its classification.

4 · Reporting, verifier and documents

Check company reporting/verification calendar, THETIS-MRV permissions and required Document of Compliance. Official portal training videos are linked. Keep master/office/verifier roles distinct; do not alter accounts/company records without authority.

Six field checks

  1. Identify ship type/GT and applicable reporting systems.
  2. Verify monitoring-plan revision and data owners.
  3. Match fuel, port, time, distance and cargo events daily.
  4. Investigate ROB/BDN/consumption discrepancies.
  5. Keep data-gap/correction trails consistent with the plan.
  6. Track verification, reporting and required compliance documents.

Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.

Documents to have available

  • Monitoring plan and revisions
  • BDN/ROB/flowmeter and transfer records
  • Voyage, port, distance and cargo records
  • Verifier queries, report and DoC

Onboard scenarios

A 3,500 GT general cargo ship: definitely outside MRV?

No. Examine the 2025 expansion by ship type.

Missing measurement: enter an average as an actual reading?

No. Apply the approved data-gap method and retain an auditable correction trail.

LEARNING CHECK

Think of your answer, then reveal the explanation

Is an MRV report allowance surrender?

No; reporting and ETS surrender are separate.

Are IMO DCS and EU MRV data definitions identical?

Not always; verify the relevant plans and scope separately.

Self-assessment only; no exam result, personnel record or competence certificate is generated.
