SEEMP Part III — CII Management

Build measurable responsibilities and actions, rather than watching the annual rating alone.

CAR-04Source review: 17 October 2026Revision 1 · Source-based reference

Part III is the operational carbon-intensity plan for relevant ship types ≥5,000 GT; distinguish Part I/II scope.

Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.

FOUR-STAGE TOPIC OVERVIEW

Establish applicability, then verify the operation

SEEMP Part III — CII Management — schematic learning diagram
Original educational schematic, not to scale. Not an operating diagram, official area chart or ship drawing. Numbers correspond to the stages below.
  1. Scope/plan

  2. Data/annual target

  3. Action/ownership

  4. Review/correction

1 · Separate the three parts

Part I manages energy efficiency; Part II addresses fuel-consumption data collection; Part III is the operational carbon-intensity plan. Check MEPC.395(82) and later amendments rather than relying only on an old 2022 template.

2 · Monitor the ship-specific calculation

Track required/attained CII, applicable capacity, consumption, distance and accepted corrections using the ship method. A–E ratings are not one universal fuel-tonnage target. Do not weaken navigational safety to improve a rating.

3 · Three-year implementation and ownership

The plan should identify methods to achieve the next three years’ targets, responsibilities, monitoring/self-evaluation and implementation timetable. Assess speed/route optimisation, waiting, hull/propeller condition and consumers with safety and technical suitability.

4 · D/E corrective action

Three consecutive D years or one E year triggers corrective-action planning and SEEMP review/verification. Follow ship/office responsibilities and Administration/RO timing. Obtain future-year factors from current sources as the IMO review progresses.

Six field checks

  1. Check Part III applicability and verified revision.
  2. Match required/attained CII and input data.
  3. Review three-year targets, owners and action schedule.
  4. Monitor monthly deviations and operational/technical causes.
  5. Assess D/E triggers and corrective-plan requirements.
  6. Complete office, Administration/RO and annual evidence chain.

Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.

Documents to have available

  • Verified SEEMP Part III
  • IMO DCS/CII data and Statement of Compliance
  • Three-year implementation plan
  • Self-evaluation and any corrective-action plan

Onboard scenarios

One D year: has the three-D trigger occurred?

No. Check consecutive history and E separately; still monitor deviations.

One E year: can action wait?

One E year triggers corrective-action planning; follow office/Administration procedures.

LEARNING CHECK

Think of your answer, then reveal the explanation

Are Parts II and III identical?

No; data collection and operational carbon planning are different parts.

May navigational safety be sacrificed for CII?

No. Measures must be planned with safety and technical suitability.

Self-assessment only; no exam result, personnel record or competence certificate is generated.
