EU ETS and EUA — Emission Allowances

An EUA is an allowance surrendered against covered emissions, not a fuel certificate.

CAR-02Source review: 17 October 2026Revision 1 · Source-based reference

General focus: covered cargo/passenger ships of 5,000 GT and above; verify type, route and exclusions.

Rules and bulletins may change. Before operation or voyage, verify the latest official source and ship-specific applicability. This page is not permission, certification or a real-time risk notice.

FOUR-STAGE TOPIC OVERVIEW

Establish applicability, then verify the operation

EU ETS and EUA — Emission Allowances — schematic learning diagram
Original educational schematic, not to scale. Not an operating diagram, official area chart or ship drawing. Numbers correspond to the stages below.
  1. Route/gas scope

  2. Emissions year

  3. Verified report

  4. Authorised surrender

1 · Separate route and gas coverage

The general model covers 100% of intra-EU/EEA and in-port emissions, and 50% on relevant EU/EEA–third-country voyages. Port-of-call definitions and exemptions matter. CH₄ and N₂O join CO₂ from the 2026 emissions year.

2 · Distinguish emissions year from surrender year

40% of 2024 emissions is surrendered in 2025; 70% of 2025 in 2026; 100% of 2026 in 2027. Geographic coverage and phase-in are different layers. Confirm the calendar in current company regulatory procedures.

3 · Evidence expected from the ship

Provide port calls, consumption, gas-calculation inputs, voyage boundaries and exemption evidence consistently with the monitoring plan. Charter-party cost allocation does not automatically transfer the regulated entity’s duty.

4 · Surrender and cost are authorised office processes

Verified emissions, company reporting and Union Registry surrender follow authorised processes. This is not price forecasting or trading advice. Masters provide traceable operational data; do not equate EUA with FuelEU or UK allowances.

Emissions year and surrender year: separate columns

These are phase-in shares of relevant ETS-covered emissions. Verify route scope, gases, exemptions and the applicable surrender deadline separately.

Six field checks

  1. Verify ship scope and responsible company.
  2. Classify port calls and geographic share.
  3. Record emissions year and separate surrender year.
  4. Reconcile fuel/gas data with plan and records.
  5. Preserve exemption/correction evidence for verification.
  6. Track office verification and surrender confirmation.

Educational checklist. Completion is not operational/compliance approval; use the relevant vessel permits/forms separately.

Documents to have available

  • Approved MRV monitoring plan
  • Voyage/port and consumption records
  • Verified ship/company emission reports
  • Applicable surrender calendar and company confirmation

Onboard scenarios

Does “2026 at 100%” mean 100% surrender for 2025 emissions?

No. Separate the 2026 emissions year from surrender occurring in 2026.

Should raw MRV voyage emissions simply be halved?

Reporting data and ETS coverage calculation differ; follow plan/verifier procedures.

LEARNING CHECK

Think of your answer, then reveal the explanation

Is an EUA a FuelEU compliance document?

No.

Are geographic 50% and phase-in 70% the same?

No; one is voyage coverage, the other the relevant surrender phase.

Self-assessment only; no exam result, personnel record or competence certificate is generated.
